We are sorry for the trouble. As decribed you are unable to open Adobe Acrobat Reader and getting the above error message.
Resolving Exception Processing Message 0xc0000135. The 'exception processing message 0xc0000135 error' occurs when Windows users try to launch a game or application that requires a lot of graphical processing. However, this shouldn't be the case with Acrobat Reader DC
Is this a behavior with a particular PDF or with all the PDF that you try to open? Please try with a different file and check.
Please try to reboot the computer and try to open the PDF with Acrobat Reader and check. Also, please open the task manager and make sure no other application is open except Adobe Acrobat Reader DC.
A new version of Acrobat Reader DC is now available version 20.009.20067, please update the application from the help menu > check for updates and see if that makes any difference.
If it still doesn't work, please create a new test user profile in Windows with full admin rights and try to use the application there and check
