Adobe DC cannot disable PDF in Browser at computer level even via Group Policy

I run a network where we have to lock down machines for PCI Compliance. We have been using Adobe Reader 11 and disabling browser integration via a Group Policy key, however, it is no longer working with Adobe DC.
"bBrowserIntegration"=dword:00000000
no longer works
Now we are running IE 11 on Windows 7 and cannot disable Adobe DC PDF in browser because even if the Plugin is disabled, the browser STILL shows the PDF in the browser somehow without the plugin? How can I disable the PDF in Browser at a COMPUTER level without having to manually set for all 88,560 users?
I have gone into Group Policy and disabled the following plugin via policy. Computer Configuration - Administrative Templates - Windows Components - Internet Explorer - Security Features - Add-on Management = Add-on list
This policy setting allows you to manage a list of add-ons to be allowed or denied by Internet Explorer.
If you enable this policy setting, you can enter a list of add-ons to be allowed or denied by Internet Explorer. For each entry that you add to the list, enter the following information:
Name of the Value - the CLSID (class identifier) for the add-on you wish to add to the list.
To specify that an add-on should be denied enter a 0 (zero) into this field.
The GUID I entered is {CA8A9780-280D-11CF-A24D-444553540000}
The Value is 0 = Disabled.
I launch IE and go to Add-On Management and the following Add-In IS disabled and the "disable" and "enable" are greyed out. Yet the PDF still loads in the browser.
