Adobe keeps opening in 32bit and not 64bit

I have a Windows 11 pc that has Adobe Reader 64bit installed.  I have two users that use that computer.  One user opens a pdf in the new 64 bit version, but the other user is only opening up the 32 bit version.  Only one user is logged in at a time.  It opens up in the 64 bit under my admin account.   I've also tried recreating the user profile on Windows.

They both want the 64 bit because of the free editing tools.  Is there a setting out there that I'm missing?

    Please run the Acrobat cleaner tool https://www.adobe.com/devnet-docs/acrobatetk/tools/Labs/cleaner.html, reboot the computer once, and install the application using the direct link Adobe - Adobe Acrobat Reader DC Distribution.
