If I view the files in C:\Program Files\Common Files\Adobe\Acrobat\ActiveX. The ACROPDF.DLL file version is the 11.0.14.16 dated December 17, 2015. The AcroPDFimpl.dll file does have the correct version does appear to have been updated correctly. I have tried running Adobe Reader "Repair Adobe Reader Installation". I have also uninstalled Adobe Reader and re-installed it still experience the same issue.

What is your actual issue? Modules not updated may not be rebuilt, anything else would be a waste of resources. Do you have a specific reason to think there should be a newer DLL?

The issue is that on this system we have problems opening up PDF document's via the Internet Explorer. PDF's open fine from Windows Explorer or directly on the system. So I believe the issue is related to the ADOBE PDF add on in Internet Explorer. Compared the ADOBE PDF add on properties to another computer and the version was different the computer that had the issue was about versions behind. If I looked at a working computer the ADOBE PDF version matched the version of Adobe reader that is installed on the computer. On the computer that is having the issue Adobe Reader version 11.0.21 is installed and the ADOBE PDF add on version is 11.0.14.

So... what is the version that is working? There seem to be recent updates which broke it. Do you have any specific reason to think that there is a newer version of the add-in?
