Hello everybody,
I've been trying for a couple of days to edit pdf (with the signature tool) in Arabic, with the letters I don't have any kind of problem but when I enter the numbers I don't get them in arabic, it's curious because if instead of a signature I create a note, in that case I get the numbers in arabic and if I copy and paste them to the signature in that case if they stay in arabic format.
If we do a search for applications within adobe I also get the numbers in arabic.
That is to say, it seems that with all the tools the numbers come out in arabic except with the signature.
Could someone help me in this case?

In the end, all we want is to be able to write over a pdf with text and arabic numbers.

To clarify matters first. When Adobe wants to mention Arabic digits (numbers) they mean the following…
1234567890.
While they consider these digits as Hindi… ١٢٣٤٥٦٧٨٩Ù
I assume you are trying to type these Hindi digits ١٢٣٤ in the Signature block instead of inserting your signature?!

Yes, I am referring to the Hindi numbers as you say, I am not able to write Hindi numbers in the signature.
I would like to clarify that it does not work in any pdf file.

I appreciate that you've posted many screenshot above, yet I'm not able to figure out what exactly is happening, because you wrote that you want to edit, then you mentione that you are using the Signature block to type numbers. It will help us if you elaborate further and tell us what are you trying to acheive with all the steps you're taken.
Acrobat do have limitations with Arabic in some features including the e-signature where you need to type Latin text.
Having said that, if you're using the Fill & Sign tool shown bleow in the red box, then this will allow you to type Hindi digits ١٢٣٤ however it will always start typing from left side as if you're having Latin content. (Note. I'm on Mac platform using new Acrobat interface)
On another note, and until Acrobat team fixes the issues related to editing Arabic content in Adobe Acrobat, I always advise users, especially Windows users to open the PDF straight-in Microsoft Word and do editing on the Arabic content right there in Word as this will ensure editing correctly compared to editing Arabic content within the PDF in Adobe Acrobat.

Try changing the font settings in the signature tool to a different Arabic-compatible font. Adobe Acrobat usually offers a range of fonts to choose from, so experiment with different options to see if that resolves the issue.
