Arabic words display as questions marks "??? ??? ???"

Have your ManageEngine administrator check the info in this https://www.manageengine.com/products/ad-manager/help/introduction/release_notes.html It talks about a new release of AdManagerPlus that supports Arabic. If this is not applicable you must contact ManageEngine support, this is nohing to do with Adobe products or services.

I don't know what is ManageEngine, however, the question marks replacing Arabic characters are related to missing Arabic font.

I encourage you to experiment with different ways to export/save/print to PDF to see if the result will change. In the PDF, you can check which font is missing by going to the menu File > Properties and click on the Fonts tab in the dialogue window. See the sample window…

It sounds like you need to look for a setting in ManageEngine that chooses to embed font information into the pdf file. If you go to file>Properties>Fonts, what does it say next to the arabic character? If it doesn't say "Embedded" or "Embedded subset", that is more than likely the issue.
