If you require Footnotes for general purpose. I would suggest using comments feature.

If you are looking for regular footnotes, add them to your Word document (or InDesign document) and then save the file as a PDF.

You need to clarify whether you're talking about Adobe Acrobat DC or Adobe Acrobat Reader DC... With the latter you can only add comments to an existing PDF file. With the former you can create new PDF files, edit existing ones, etc.
