Before Windows 10 version 1903 became available, when downloading a new document/file, such as a bank/credit card statement or any kind of document/statement, I could change the name of the file/document before saving it(I change the name so it is in the same format of all the other documents/statements in the same documents file location.
Now, after I installed Windows 10 version 1903, when I try to change the name the file/document all I get is random numbers/letters or special characters and not the name that I try to name the new file/document.
Now, the only way to change the name of the file/document is to save the file/document with what ever name it came with in the initial download and then go back to the location where I save the file/document, click on file/folder, click on rename and rename the file/document to the name I wanted at the initial download.
This is double the work that I have to do now since Windows 10 version 1903 came out.
This also applies to programs, apps, doesn't matter what I try to change the name to, all I get is random numbers/letters or special characters.

What you have explained above, how does it relates to Adobe or any of its applications? Your query doesn't fits in Adobe's forums as its a MS concern. You may please get in touch with Microsoft support.
I'll try to answer your query, but can't assure this is exactly whats causing this issue-
My finding-
Can not change file/document name of new downloaded document before saving is completely depends on the web browser you are working on. Could be a possibility after installing Windows update, your default web browser got changed.
Like Chrome, it downloads the file with its original name and doesn't let you edit it before downloading. Exactly as your scenario after Windows update.
However, Firefox lets you edit the document name before saving it. So I guess you had Firefox to open and download files before update.
