Can't Disable External Links - Registry setting in FeatureLockDown doesn't work

I am trying to disable clicking any external links from within PDFs. I found the setting via the Enterprise Toolkit Registry Reference below:

I am using Reader DC Continuous track, so my registry location would be Computer\HKEY_LOCAL_MACHINE\SOFTWARE\WOW6432Node\Policies\Adobe\Acrobat Reader\DC\FeatureLockDown. I have added the DWORD value and set it to 1, but I am still able to click links from within PDFs.
