Can't read Pdf file. It has lines instead of words

I was sent a pdf and opened it. It has lines on it instead of words. I'm still waiting for the sender to resend me the document.

I've tried different pdf readers and they all came up with the lines instead of words.

How do I fix this? And I am wondering did the sender write this or is this a reader error.
