can't save a rotated pdf document

hi, whenever i try to save a rotated document via acrobat reader DC (free software) it won't save. does anyone else have this problem? i've tried right clicking and rotating then saving, and rotating via "view" but neither work. maybe i'm not rotating/saving correctly!

In the free Reader, you cannot save the document rotated. You can rotate the "view" of the document for that session only.

To permanently rotate a document, you would need the full version of Acrobat.

How do you rotate the page permanently using Adobe DC Pro?, I have the page view rotate, the document rotate, and I have saved the document but every time I access the document its not properly oriented. Very frustrating and confusing work flow
