Cannot Disable PDF In Browser

I have several workstations that are unable to disable pdf documents from opening in internet explorer. I have tried several suggestions around the web and these forums. None of the solutions have worked. I have tried the following:
Disabling the Internet Explorer Adobe PDF Reader Add On.
Adding the bBrowserIntegration Dword to the registry.
I have also uninstalled, cleaned, and reinstalled the adobe reader dc application.
After all of this, this problem still persists.
I am running Windows 10 Pro and Adobe Reader DC (Version 17.012.20095.42964)
Has anyone ran into any other solutions to this problem?

Hi,
Can you share with us the screenshot from IE settings > Manage Add-ons > select 'All Add-ons' from the drop down > Adobe PDF reader.

It looks like I found the problem. We had the plugin disabled with group policy on all workstations. I removed the group policy setting and then had each user enable and then re-enable the plugin manually. This worked.
Unfortunately, if I go put the group policy in place again, the problem still persists.
Is there any way around this?
