Cannot open old PDF file - version 1.3

I have what looks to be an old PDF file, version 1.3 that I can't open with the latest version of Adobe Reader DC (OSX).

"There was an error opening this document. The file is damaged and could not be repaired."

I tried a few other PDF readers: Foxit reader, Preview, etc. nothing worked. While it's possible the file is indeed damaged, I wonder if it's due to the very old PDF version? Does anyone have an old version of adobe reader around or any suggestions for opening/repairing this file?

The file was truncated or the or was overwritten with some binary data. No version of Adobe Reader can display this file.

It isn't the version. PDF has been carefully designed so even the oldest files (PDF 1.0) still work. There is much software still making PDF 1.3 today.
