I can't use PDF viewer 9.0 open PDF, PDF is v1.7 and Aes 256-Bit encryption in  Win7 , If the OS affects PDF viewer doesn't open?

You can try the compatible version of Adobe Reader X and XI for Windows XP.

The latest versions that were compatible are Adobe Reader (10.1.11) and (11.0.08).

However, Adobe Reader X is an old and unsupported version. https://blogs.adobe.com/documentcloud/adobe-acrobat-x-and-adobe-reader-x-end-of-support/

On Windows 7 and Windows 10, you can use the latest version of Adobe Reader XI and Adobe Acrobat Reader DC to view PDF.

As you say you can use the PDF viewer 9.0 to open the PDF, are you referring to Adobe Reader 9?

If yes, could you please try updating application to the latest patch released and check if you can open the PDF or not.

You may refer this help document for more information on updates: Release Notes | Adobe Acrobat, Reader

Could you please let us know what exactly happens when you try to open the PDF.

Do you get any error message? If yes, please share the exact error message or the screenshot of the message.

How you try to open the PDF? Do you open it directly by double clicking on PDF or through the application?
