After opening up a .pdf file that shows size 100%, I zoom out to resize to 75%. I do a 'save as', change the file name, and complete the operation. HOWEVER, when I open up the newly saved .pdf document, the size shows the original 100% instead of the updated 75%.
WHY? WHAT AM I DOING WRONG?

You're not doing anything wrong but a zoom percentage isn't part of the file, it's just a current setting in the viewer. You aren't resizing anything.

If you wish to save the zoom % that you set to view PDF, you need to check the box for "Restore last view settings when reopening documents".
Launch the application and go to Edit menu > Preferences > Documents and check box for Restore last view settings when reopening documents".
Then click OK at the bottom to save settings.
Now open the PDF and change the zoom % of te PDF. Next time you will open the PDF the zoom % will be the same that you set.
If you want to make this change on PDF in Adobe Reader DC, then it is not possible to make changes in the PDF properties.
You will need Adobe Acrobat for that.
