Changes to Preferences settings does not stay

Hello,

I would like to find out how I can retain the settings under Preferences after I have applied the changes. I am using Adobe Acrobat Reader DC version 2019.008.20071. However, I noticed that after I have made the changes it was not retained when I closed and open back the PDF files. I had saved the Preferences settings as below:

Kindly advise as even after I set “Remember current state of Tools Pane” my Hand Tool (Hand sign) still come back although I have set it as Select Tool (Arrow sign). The reason that I want to keep the “Select Tool – Arrow” is so that I do not need to keep changing back each time I open a PDF file. Appreciate your reply.

This setting has nothing to do with the hand or select tool.

Ok, then how to make the Select Tool stay so that every time when I open a PDF file it will show as Arrow instead of Hand?
