Child layers still visible after Parent layer visibility unselected

Hi, I am making PDF maps for my company to use. They are being made in Bluebeam Revu 21. The plan is to allow employees to view these massive PDF documents in Adobe Reader and select the layers they need to see. When opening the PDFs in Acrobat Reader, the child layers remain even when i deselect the parent layer. Then the child layers become grayed out. I have many parent layers and child layers and cannot expect employees to go and deselect 50 layers every time they open it.

I cannot make most of the layers "Default: No" on view due to the fact every employee will wish to see different layers. I attached some pictures of an example document to illustrate. Bluebeam Revu shows what I want: which is the child layers to dissappear when a parent layer is deselected.
