Conversion from Word Doc to a PDF is encrypted

I seem to have Adobe Reader installed in my computer but when someone sends me a PDF, it is an encrypted message with no way to convert it. 

I also cannot convert a Word Doc to a PDF for the same reason.  Please help.

How exactly are you trying to open it?

What are you using to convert? Reader, on its own, does not convert to pdf files.
