create expanding text boxes in PDF

I've been trying to figure this out for a while, but it seems Adobe Reader DC that I have, cannot create expanding text boxes, only text boxes with a scroll bar.

Moreover than creating PDF files, I need to be able to edit PDF files, and create or change text boxes into expanding.

Is it Adobe InDesign used to create expanding text boxes or another Adobe product?

Acrobat Reader can't create forms.

You can create dynamic forms with the Adobe Experience Manager (AEM)
