CTRL + [mouse wheel] and other zoom & scroll features not working

I recently got a new work computer.  Now the hand tool isnt able to drag the page around, i cant draw lines with the comments annotate pen, and CTRL+mouse wheel function all dont work.  Im relegated to clicking the zoom in button and using the scroll bars to navigate around the page. Can anyone please point me to where my prefs may have been changed or need to be reset on my new machine?  It seems to be an Acrobat exclusive problem.  Other programs work fine.   Thanks in advance

Update:  i finally found the preferences and was able to get the mouse wheel zoom feature to work, but the hand will not grab and move the page. Also the pen tool only makes a dot, i cannot draw a line or markup a drawing.

second update:  now the scroll wheel will only zoom in and out, it wont scroll down pages, and ctrl+zoom wont function any differntly than just the scroll wheel.  Ive played with as many prefepncve settings as possible 😕

I found two forums saying HP Display Assistant was causing this issue. That said I'm having the same problems and I don't have HP Display Assistant on my computer so there must be other software's causing the same problem.

In my case, the software "Windows Top" causes the problems Windows Top is a tool to manage your desktop windows. Deactivating the tool brings back the zoom functions in Acrobat.

In my case it was the RTX Desktop Manager from Nvidia, also worked as soon as it was disabled. Considering that Adobe Reader is the ONLY tool I use (and I'm a dev, believe me, I use plenty) where using any kind of desktop manager creates this kind of issues, I'd say this is really 100% on Adobe's hands to fix... which, considering this issue appeared at least 3 years ago already, is saying much...
