If you are working with Adobe Acrobat or Reader desktop application and viewing PDF files. Then here's how you can enable scrolling. 

Open Acrobat/Reader>Open this dropdown by clicking on the "Hamburger" icon>PageDisplay>Enable Scrolling.

Or you can change it from preferences. Open Acrobat Reader>click on Acrobat Reader in the upper left corner>Preferences>Page Display>Page Layout.
