downloading library epub books

I have never had issues downloading an epub book to my kobo.  I've re-downloaded the program and when I try to download the book from the public library, adobe opens and says "error! check activation"

    It sounds like you've an issue with Digital Editions rather than Acrobat Reader (this forum's focus).

    I've checked KOBO, Adobe Digital Editions, and Adobe Acrobat Reader DC. When trying to download a library book the box says that Adobe Reader can not read .acsm file.  It all worked until I downloaded the update for Adobe Reader.  Any ideas?  I found the screen that says it is supposed to be able to read this file ext. but it won't. thanks
