easy question about mouse scrolling

When I scroll in adobe reader, there is something different with scrolling in a internet browser.

When I change de direction im scrolling in, for exemple, going from down to up, there is a delay!

Every time i change direction the mouse will do 1 scroll without effect, and then will start moving in the new direction....

HOW CAN I REMOVE THAT

browsing in chrome dont have that delay, id like adobe to be the same!

What kind of scroll do you do with the mouse?

Drag the document? Click the document? Click the scroll bar? Drag the scroll bar? Use a scroll button on the mouse? Something else?
