Editable PDF - Can everybody use them?

Can everybody fill out an editable PDF? Or do you need to have Acrobat DC on your computer?

Are you talking about a pdf form? If so, for the most part everyone should be able to fill them out. There are some extenuating circumstances where people may have issues like using a third party pdf viewer (and not Acrobat Reader) or using a mobile device...etc.
