Error 1635 when trying to update

I have now spent 3 days trying to update Adobe Reader DC to version 2020.009.20065.  I have no trouble installing 20063 but when I check for updates, I get the 1635 error.  I cannot uninstall the program either with out the Adobe cleaner tool.  I have deleted all relevant registry keys and other files.  I am truly stuck.  I have also deleted all old CS6 programs and Acrobat pro 9.0.

 

Any suggestions would be very helpful.  I am running and signed into Adobe Cloud.  Not sure if that makes any differnce.
