I have checked the subscription details with the email you are using on this community and find that you are subscribed to Acrobat Premium services via App store for iOS.  With this you can easily convert your Microsoft Office and image files to PDF using Acrobat Reader mobile application.

Would you mind sharing the steps you are doing to create the PDF from the images? Do you get any error message, if yes please share the screenshot of the same for a better understanding. Also make sure that you are logged into the application with the correct email/Adobe ID. You may also try to signout of the application , reboot the device and signin back using the same Adobe ID and check if that helps.
