Export PDF missing in Adobe Reader DC?

Hi, I have an issue with the newest Adobe Reader CC version. I have a subscription to Adobe PDF Export, the Tools usually contain an icon to export a PDF file to an Office Document.

The option is available in Acrobat Reader DC Version 2019.008.20081 on Windows 10 but missing from 2019.008.20071 on a Windows Server 2016 system, also not available through "More Tools" / Tool Center. Also it seems that there is the option to log in with the Adobe ID is missing.

Is it possible to restore the Export function?
