File cannot be opened, although correct password.

I have the latest Acrobat Reader DC installed on my Windows 10 laptop Lenovo 450s. I get the error "incorrect password". Same problem encountered on the Android phone S21+. Another user is able to open this pdf file on his Android phone using the exact same password.

Yes, I am 100% sure. The the same password worked on my borther's android phone.

It is default android pdf viewer on his phone. He didn't download any specific app for this purpose. I am waiting for his response if he can share app name.

It's WPS Office, which gets installed from base.apk on his android phone.

I am getting the same error when trying to open with the WPS Office app. This password protected pdf file was generated in India and my brother who is able to open it also lives in India. I live in USA. Is it possible that some password protected pdf files can be opened only in a specific County?

No, not very likely, unless it's protected by DRM. It's more likely an encoding issue.
