Fill & Sign not allowing Hebrew letters

Hi, I am using adobe reader DC for many years now. latly I can not fill in Hebrew letters. Fill & Sign works perfectly with numbers and English, bur not in Hebrew. I tried to install it again few times and followed Customer Care instructions but it didn't work. 

(* Open Adobe Reader, and click Edit > Preferences > International.
Next to Application Language, select Choose at Startup

there was no Modify option to choose....).
Any thing I can do to solve it?
