fill and sign greyed out for one document.

fill and sign greyed out for one document, but the other document fill and sign section is not greyed out and can add a signature. Regarding the document I'm having a problem with, I have checked the document permission and it is allowed to be signed.

The first screenshot is the document I'm having a problem with, and the second screenshot is the one I can sign on. Please help me
