What is the purpose of having a required field then?

like I have a fillable job application form and I want people to fill in all required fields but still it allows them to save the file without completing all required fields!

Acrobat Reader will check the required fields when you submit the form.

I've developed a (paid-for) tool that allows you to utilize the required fields when the file is saved and/or printed.

It can't prevent the file from being saved entirely (technically not possible), but it can force the saved copy to be blank (ie, none of the form data is actually saved), and display an error message to the user.
