It looks like those are being served up upon request.

You may try IE (not Edge) again just to confirm. It did open for me. I couldn't open it in the usual suspects (Chrome, Firefox...etc) which means that the agency needs to work on a different approach. Knowing government agencies (I work for one) it may be quite a while before they get around to changing this system so I would contact them to at least voice your concern and find out what options you have if IE definitely does not work.

Are you trying to open the document in Reader or are you using a web browser? If the latter, right-click on the link to the pdf, save it to your computer then use File>Open from within Reader to open it.

Many web browsers use their own pdf viewers (not the Reader plug-in) and they do not do a very good job especially with pdf forms.

I am using a web browser to try to open the document. It doesn't give me the option to click on the link and save the document to my computer to open. It is a government sourced site, so I need to be able to load it via the Browser to do the application and submit it. Any advice?

You can try Internet Explorer.

But you should be able to download it without opening it unless it is generated on the fly. Can you tell me which form you are trying to get and I'll take a look. Also, the government site will have to change their requirements eventually since most people will not be able to submit via a browser.

But get me the link to the page that has the link to the form and I'll take a look.

I believe I tried using Internet Explorer from my laptop and it didn't

work. I have also tried Safari. Here is the link:

Okay. I just wanted to confirm because getting the application to them and

processed takes way longer via mail. It is so much more convenient to do

online, but apparently they need to work on the system to get it running

again. I greatly appreciate you helping me out with answering my question

and confirming. Have a fantastic day!
