Yes, it's free. It has some buttons like "Convert" which only work if you pay more. It is free for your use: you may not redistribute it.

You weren't charged for Reader. Presumably you tried or bought one of the extras.

Acrobat Reader is free. If you took a subscription, you entered your credit card and other details. If you did this by error (I never enter my credit card details for free products by error!), and you can't self cancel via https://account.adobe.com/plans, you should contact Adobe customer care: Adobe customer care can be contacted by beginning a secure chat session at https://helpx.adobe.com/contact.html?rghtup=autoOpen. Pop-up blockers need to be disabled! If the chat window fails to open, or is non-responsive, use a different device to start the interaction.
