Highlighting Problem

When highlighting items in Adobe Acrobat Reader DC, the highlight doesn't consistently highlight. It will jump letters/spaces, leaving sections unhighlighted. How can I make it so the highlight tool works properly? Are there manual highlight tool controls somewhere?

Report the issue to them and ask for a fixed version. There's nothing you can do about it with the free Reader, and maybe there's nothing they can do about it, either, depending on how the file was created.

Why doesn't Adobe give the option to allow the user to use a hovering highlighter like they do on images instead of a static one?

It is possible with Adobe Acrobat, not Acrobat Reader.

Unfortunately, Adobe muddied the waters by calling it that, but Adobe (Acrobat) Reader is certainly not the same as Adobe Acrobat.

The former is free and can only view PDF files. The latter is not free, and can edit and create them.
