How can I customize my toolbar without this button in the newest version of standard reader DC

The 'customize toolbar' button doesn't show in the drop-down menu. I want my 'draw' tool stay in the quick tool bar. Is there a way to make it happen?

No. Adobe removed the option to customize the toolbar from Reader, unfortunately.
