Right now, when I mark a dimension in a document, it comes out as feet inches. 1' 2" for example. I want it to only say 14". Where can I change this setting? In some documents I receive, it does inches only. In others, it does feet inches.

Hope you're doing well.
To change the measurement type, please change the following preferences settings.
Open Acrobat>Edit>Preferences>Unit & Guides> Page & Ruler Units. Change the Units to Inches.

Also, share the exact version of Adobe Acrobat/Reader installer on your machine.

You are talking about the rulers on the side of the document he is asking about measurement markup tool. I have run into the same problem where i am asking is it possible for me to change the units displayed by the measurement tool. Right now it will display as 1.5 feet instead of 18"
Please advise.
