How can I highlight a locked pdf document?
Hi ,
I am sorry but there is no way to highlight a locked PDF until and unless you do not unlock it .
For the security reasons PDF' are locked.You could just view a locked PDF.
You would need to enter a password to unlock a PDF and then only you would be able to perform editing ,be it highlighting the text or something else

We are not telling you that there isn't a real problem that you are encountering. I am sure that this is a major inconvenience for you and many other PDF file recipients who receive PDF files that aren't properly secured.
However, both the PDF specification and Adobe Acrobat do in fact fully support a document to be protected against changes yet allow for annotations (and if desired, form filling and signatures), with or without password protection. And this isn't a “new” undocumented feature.
In the Document Properties => Security settings, you can see how this is done:
I agree that it may be exceptionally inconvenient to have to educate those who produce these documents to properly protect them, allowing annotations by the recipients. Note that if a PDF file is protected via Adobe Acrobat, the above screen is encountered and that the person applying the security did in fact ignore that possibility of allowing for annotations!
However, Adobe would be violating the PDF specification and the trust of our customers (as well as face exceptionally serious legal ramifications and liabilities) if we blithely ignored the intent of those protecting documents by unilaterally allowing recipient annotations on PDF files that were specifically protected against same.
I wish I had a better solution for you other than trying to get the creators (or protectors) of the PDF files in question to provide new versions with proper security (or providing you with the password to change the settings to allow annotations).
