ISO-8859-8 encoding error Message when opening a pdf document

I am attempting to open a pdf document created in 2012 and am receiving the following error message:

(file name) Unable to find suitable font for ISO-8859-8 encoding.

Can anyone provide me with a solution on how to open the file?
