Keeps asking to download the most recent version of Adobe Reader

I'm trying to download a form from Grants.gov onto my Mac running OS 10.13.6 I get the message To view the full contents of this document, you need a later version of the PDF viewer. You can upgrade to the latest version of Adobe Reader from www.adobe.com/products/acrobat/readstep2.html. I did that, installed it, downloaded again and got the same message...several times

What to do?

    Don't open the form in a browser. Open it in Acrobat Reader.

    Yes!  That’s the answer. Actually all I had to do was move the pdf out of the downloads folder onto the desktop and then click on it
