Hi there, this is my first post.
I have Adobe Acrobat Reader DC installed and upgraded it a couple of months ago to try to fix the following problem, without success.
When I open a pdf and click on Tools and Comment, none of the Comment icons appear in the toolbar. It is just blank, with 'Comment' on the far left and 'Close' on the far right.. Therefore the only functionality I have is when I highlight and right click to bring up the short menu of Highlight, Strikethrough, Add Note to Replace Text, and Add Note to Text. I have tried following the instructions in Help to enable comments, but my pdfs do not have the 'Save As Other' option in the File dropdown box, only 'Save As'.
Any thoughts? Thank you.

In the end I deleted Adobe Acrobat Reader DC and reloaded it in the latest version and that sorted it out. Thanks for asking!

You need Adobe Acrobat to be able to Save As Other.

Thanks for your reply. But I used to have the full Comments Toolbar in Adobe Acrobat Reader DC, but one day it just disappeared. Is there really no way to get it back?

Is this happening with justone PDF that you're trying to work with or with every document?

I looked at this guidance first of all before posting, which is why I tried to enable comments via 'Save As Other' and discovered that that option is not available on my pdfs. I will try following your subsequent advice and report back. Thanks.

Additionally, see if you are missing any of the following updates in your current DC version:

NOTE: You can always do a backup of all your PDFs, then with your Adobe Reader opened, click on Help and then choose to repair the installation.
On the other hand, are you using any other Adobe subscriptions?
If you do, have you checked if you're logged in with your AdobeID when you work with the Reader DC ?

I don't know why this worked, but ...
I downloaded a PDF from an email and had the same problem (no Comments toolbar). I tried Save As, but still had the problem even after closing and opening the new file. So I proofed the document the hard way, highlighting the text I wanted to change, then adding a comment sticker explaining the revision. I closed the file when I was done. When I reopened it, the Comments toolbar was magically there!
I downloaded another PDF and, again, had no Comments toolbar, even after saving it as a new file. So I tested the method described above (but without going through the whole document). I made one highlight, added a Comments sticker, saved and closed. When I reopened, sure enough, I had the Comments toolbar.
