Adobe Acrobat Reader could not open 'Council Tax Bill.jpg' because it is either not a supported file type or because the file has been damaged (for example, it was sent as an email attachment and wasn't correctly decoded).
I get this message when trying to open and files.
What am I doing wrong, please help?

Sorry for the trouble you had while opening a .jpg file with Adobe Reader.
Adobe Reader is a freeware software which is for viewing, printing, signing and annotating PDFs. It's the only PDF viewer that can open and interact with all types of PDF content – including forms and multimedia. However, you cannot open a .jpg file with Adobe Reader.
I have checked the records with your Adobe ID which you have used to log-in on Adobe forums and found that you have an active subscription to Adobe ExportPDF service. You can access the service through the https://cloud.acrobat.com/exportpdf with your Adobe ID and password on a browser like Chrome, or Firefox, or Safari.
Using Adobe ExportPDF service, you can turn PDF files into editable Word, Excel, and RTF (rich text format) documents, but you cannot convert a JPG file to PDF using Adobe ExportPDF service. This is the reason you are getting the error message that the current file type is not supported.
For this, you have to subscribe to Adobe PDFPack services or Acrobat Pro DC license/subscription.
