opening BSA publication

All I want to do is download the Eagle Scout workbook for my grandson.  I found it; however was given this msg

"To view the full contents of this document, you need a later version of the PDF viewer. You can upgrade

to the latest version of Adobe Reader from www.adobe.com/products/acrobat/readstep2.html".  Since I've been using Adobe for years, I did this and downloaded and installed this version.  The only way this document can be opened is through Adobe Reader, so I have tried unsuccessfully to get to the place where I can imput the web address and I have not been able to locate it.  I signed in to my Adobe account and still nothing.  Help.  I'm just trying to be a good grandmother.

    When you get that message, download what you see to your desktop. That’s it, open in Reader.
