pdf displays pages at different sizes on mobile, but not in desktop preview

I've attached screenshots, the first is in my gmail preview of the pdf on desktop, the second on mobile. How can I get the mobile pages to scale to fit the screen, as they do on desktop?

Resizing after the event may be tricky, but not particularly for Photoshop. Choose a size (or a width) and resize with Image Size (subsampling/resampling OFF) to the target size, and then save a new PDF.

What are your actual page sizes, in inches or mm? To find out, hover over the bottom left corner on each page in turn.

You aren't using any Adobe software on the desktop, so far as I can see. Are you using any Adobe software on the iPhone?

The page sizes are all different in inches... I do in fact have all of the adobe products, these pages were all created in Photoshop. Tricky because they are all different canvas sizes pending the map size, type of building etc.

What would be best practice to then export these at the same size?
