PDF Preview Handler not working in Outlook 2010

When using Adobe Acrobat DC and Outlook 2010 the preview handler is not working even though the 64bit fix is applied. The message "This file cannot be previewed because of an error with the following process PDF Preview Handler" appears when you click on the preview file button. This appears to be related to the group policy that is applied to the string value "machineaccessrestriction" located here HKLM\SOFTWARE\WOW6432Node\Policies\Microsoft\Windows NT\dcom if the data from the value is removed so the group policy is not applied the PDF preview works correctly. Has anyone experienced this type of issue and know what would need to be added to this value to enable the Outlook PDF Preview Handler to work correctly?
This is the Microsoft article that explains how the group policy is set https://docs.microsoft.com/en-us/windows/security/threat-protection/security-policy-settings/dcom-ma...
These are the current policy settings

Thanks for your reply , this is on Windows 7 SP1 and the version of Adobe Acrobat Reader is 2018.011.20040 the issue is happening on thousands of our PCs and we have tested the resolutions suggested in your post on several PCs along with any other fixes and workarounds we could find on the Adobe Forum but the issue persists.
The Anti Virus Software is Symantec Endpoint Protection V12.1.6 even if we uninstall SEP the Outlook preview does not work. The issue also occurs on our Windows 10 PCs with the same version Adobe Acrobat Reader DC installed but we have the same GPO DCOM settings in place for W10.
On a few PCs we also have Adobe Acrobat XI Pro update 23 installed and with this in place the preview works in Outlook but that is only on a small number of machines as it is a licenced product.
Where PCs only have the Reader version installed we find the only way to get the preview to work in Outlook is to disable the GPO mentioned my first post above but unfortunately that is not a viable solution.
