PDFs opening half screen

I have a user who is frustrated when he opens PDFs as they open half screen.  Either at the top half of the screen or to the left half of the screen.  He has to minimise and then open to get them to go full screen. Any ideas how to make them always open full screen?

You can change the preferences under [Edit] > [Preferences] > [Page Display].

If this doesn't affect specific PDFs then because those use additional JavaScript to change the view settings when opening them.

It is already set to automatic in preferences. This is not document specific either as one time they can open docs normally and another time it comes up half screen. You have to minimise and open again to get them to go full screen.
