No. Not on mobile devices for that type of form. You need to open in the standard desktop version of the free Reader software.

So you mean that this Adobe created PDF has some sort of settings that make it un readable on an iOS device?
Or is a deliberate disabling of features that work for all other PDF files on an iOS device?
Other PDF files still work on iOS device.

It's just that the iOS versions don't have all the bells and whistles of the standard desktop version. Keeps them a lot leaner. Certain options aren't available for iOS not because something was deliberately disabled, it just wasn't added maybe because of the size of the app that would be required or maybe because of limitations to the iOS itself.

I understand your logic.
However since other PDF files work just fine, it does not make sense.

Forms take more resources than static pdf files. For your basic, everyday pdf file with no extras, the mobile version works fine as you can see. To make form filling work would require a bigger app with more ability.

Except that iOS devices have more processing power than most desktops and as much memory.
Being that this document was in fact created by GSA, on a computer that was at least 5 years old, There is no doubt that iOS devices have more ability than that desk top.
I understand your explanation.
The message (please wait....get Adobe reader here....) is completely wrong.
Though consistent with low standard Adobe products Consistantly Live down to.

It has nothing to do with processing capability. The technology used to create this PDF is just very different to normal PDF forms (in fact, it doesn't really qualify to be a PDF file at all, according to the PDF ISO Standard), and Adobe decided not to spend the time, energy and (above all) money to implement it in their mobile applications. It's also a pretty obsolete technology, not supported by anyone else except for Adobe, and even that seems to be on the way out...

Other forms created using LiveCycle Designer, or other Acrobat forms? There's a big difference between the two.
