How do I get the "Plug-in" menu in my Adobe Acrobat Pro?

Install a plug-in that adds the menu. The menu exists only when a plug-in puts it there.
If you HAVE installed a plug-in, check it is compatible, especially if you have 64-bit Acrobat.
