Preferences, what, how ??

Hello,

I need some help concerning preferences settings.

Refering to the attached pic:

1) I have set "Continuous" but

2) I have to enable "Scrolling" everytime !

3) Is there a way NOT to have those left (and right) menu opened by default ?
