Hi Neilb,
As you are creating PDF using "Print to PDF" option in MS Word, there is nothing much that can be done in this case.
The PDF is not created from Adobe PDF maker, it is using Microsoft PDF creator to convert the Word file to PDF.
It seems that you are using Adobe Acrobat Reader DC for opening PDF.
Reader DC is a free software and does not have accessibility to create PDF.
It is can be used only for viewing, signing, printing and annotating PDFs.
Hope the information helps.
Let us know if you have any questions or need any help.
Regards,
Meenakshi

Adobe gave away PDF technology and it is now owned by an ISO (International Standards Organization). That means you can create a PDF without having the paid version of Acrobat. It's important to always learn the proper way to make a PDF.
In Word, choose File > Export > PDF
Then open the PDF in the free Adobe Acrobat Reader
Save or convert to PDF or XPS - Office Support
Does this work?
