problem with pdf file

I install a pdf file from taxisnet (is a site from goverment) and i try to send this file in Bank online form.
The answer is that the file is not correct.
Call in the call center in the Bank and they told me that the correct file must have a grey colour in the end of the document file.
I have try many many times but i cant download pdf document file like that (grey colour in the end)
Please can help me where is the fault?
** i send and the icon with correct form that the bank sent me

Where did you open the file? How did you edit it? What does it look like on your end?

 

This response seems ridiculous to me. They need to provide a better explanation than that for rejecting it.

1) i download and save file :
name file: report.pdf
Save as: Adobe Acrobat Document(*.pdf)
2) I dont edit it
3) i open to check the file with.....Open with Adobe Acrobat
4) The end looks like a screenhot
5) i try to sent in online Bank form and I have a message *The file is not compatible. Please send in format pdf
